Regulation for Delhi Pollution Control Committee Authorization
Delhi Pollution Control Committee (DPCC) is an autonomous regulatory body that came into existence w.e.f. 01.06.1991 after Notification Dated 15.03.1991 of Central Pollution Control Board (CPCB), which delegated all its powers and functions to DPCC, under Section 4(4) of Water Act &Section 6 of Air Act. It regulates and governs Delhi Pollution Control Committee Authorization.
DPCC acts as a regulatory body in respect of NCT of Delhi for implementation of various Environmental / Pollution Control Laws enacted by the Parliament and notified by MOEF, Govt. of India headed by Chairman, DPCC [Secretary (Env.), Govt. of NCT of Delhi]. DPCC was reconstituted vide Notification Dated 14.06.2012 and consists of 16 Members including Chairman, Member Secretary, Representatives of various Govt. Departments, Experts in the field of Environment and NGOs.
Delhi Pollution Control Committee Classified Industries
DPCC has classified Industrial activities in White, Red, Green and Orange categories. These categories are decided on the basis of Pollution Potential as already mentioned on the website of DPCC.
White Category- Delhi Pollution Control Committee Authorization
In 2016, the government came up with the concept of the White Category for Delhi Pollution Control Committee Authorization. The category is launched in an attempt to segregate the least polluting industry.
However, these industries do not require any consent certificate because of their non-polluting nature. The industries falling under this category operates in accordance to DPCC categories, the white category industry type has a pollution index from 0-20. This is considered the least pollution industry type.

Red Category- Delhi Pollution Control Committee Authorization
Ministry of Environment & Forests has put excessively polluting industries under the red category for Delhi Pollution Control Committee Authorization. Additionally, these are not allowed to work in an environmentally delicate or under-ensured territory. Every industry that deposits hazardous and noxious materials comes under the Red category industries.
Industries coming under this category are not permitted to function in Delhi jurisdiction. There are some red category industries which deal with perilous chemicals, automobiles, mining, Bio-medical waste, etc. Red category covers business sectors whose pollution index is above 60.
H-Category- Delhi Pollution Control Committee Authorization
The further classification of "red category" has been done to 'H(a)'' and 'H(b)'' categories. These particular industries are not allowed to operate in the Delhi jurisdiction/ territory and include all the heavy/ hazardous/ noxious and large industries.
